Possibly because Autocad has a separate licence for Cloud (which includes Animate, and therefore raster, and Plotter) and Desktop (which includes 2D and 3D for AutoCAD, Animate and Plotter). You probably have a Desktop licence. You need to make sure that the licence key you are using on the Cloud licence matches the key that has been assigned to your desktop licence.
There is also an Autocad installer that comes with the licence (if you have bought a licence). You should be able to use this installer to install Autocad on cloud.
